Summary Biography

Dr Taylor is a founding Director of The Information Society Institute (TISI), a not for profit academic, research and policy development organisation based in South Africa that focuses collaborative effort across government, business and civil society on the social appropriation of ICT for local benefit. Dr Taylor was the Foundation Professor of Community Informatics and Information Society at the Cape Peninsula University of Technology (CPUT), Cape Town, South Africa (2005-2007). He is an Honorary Professor at the University of the West Indies (UWI) and an Adjunct Professor at the University of Malaysia, Sarawak (UNIMAS). He is a special advisor to the Institute for the Study of Digital Inclusion, based in Florida, USA.

Prof. Taylor is author and co-editor of 4 books, 4 conference proceedings, 18 book chapters and more than 55 papers on Community Informatics. He is the founding co-chair Community Informatics Research Network International (CIRN ) which involves more than 600 researchers and practitioners from more 60 countries and was an international research adviser on the Canadian Research Alliance for Community and Innovative Networks program(CRACIN) .

He was a key note speaker at the Salzburg Seminar on Digital Inclusion in September 2003 and since 2001 has been invited keynote speaker and invited presenter at a number of Community Informatics international conferences in South Africa, Australia, France, Austria, Malaysia, Italy, Russia, United Kingdom, United States and Canada.

Dr Taylor undertakes reviews, evaluations and develops policy in Community Informatics. Recent contracts include – UNESCO (with Dr Michael Gurstein) Evaluation of the IFAP(http://unesdoc.unesco.org/images/0015/001518/151807E.pdf); Department of Communication, South Africa – contribution to the development of the overarching ICT For All Program; evaluation of the proposed Public Participation Policy Framework, Department of Provincial and Local Government, South Africa; ZAR 17M (Year 1) for roll out of ICT For All Programme; Centre for e-Innovation Provincial Government of Western Cape, South Africa – development of a framework and deployment plan for an accredited e-Service Delivery training program for public servants and civil society leaders.

Professor Taylor has more than 34 years public sector experience in rural and regional development.

Research Interests

Professor Taylor’s broad research interests revolve around five main areas:

1.      The social appropriation of Information Communication Technologies (ICT) to increase social participation, self reliance and governance in regional and urban spatial contexts (Community Informatics Systems).

2.      The civic purposes of educational institutions, particularly Higher Education, in the information age for local social, cultural and economic benefit (Service Learning).

3.      The role of local authorities and civil society in emerging forms of local governance (Community Practice and Local Governance).

4.      Collaborative efforts across civil society, business and government  for policy development in matters related to the social appropriation of ICT (Policy Development)

5.      Comparative evaluation of community informatics applications within and between developing and developed situations (International Alliances)
