The Central Queensland Veterans’ Support Centre and Advocacy Service (CQVSCAS) was established in April 1997 out of the very obvious need for cooperation in the field of Veterans’ Pensions and Advocacy, which was not being properly looked after in an organised way by any of the ex-service organizations in Central Queensland including the RSL. 

Under the Department of Veteran Affairs BEST Scheme (Building Excellence in Support and Training) the Central Queensland Veterans' Support Centre was supported by Vietnam Veterans who had been trained as Pensions Officers. The aim of the BEST program is to provide Ex Service Organisations with the necessary support and resources to improve the preparation of compensation claims, deal with claims awaiting review by Commission and the Veterans Review Board and provide welfare services.

DVA expressed the need for (under the BEST scheme) like organisations to join together as one Ex Service Organisation. The ESOs working together at CQVSC Inc
to provide pension and advocacy services to veterans in Rockhampton and the Central Queensland region are

All Pensions and Advocacy Services are provided by Veterans volunteering their time to help other Veterans in the community.
Officers of the CQVSC Inc attend regular training provided by the Department of Veterans Affairs (TIP) Training & Information Programs.  The programs cover courses on the (SOP) Statements of Principals, and (GARP) Guide to the Assessment of Pensions and Pension Officers, Case Officer, Welfare Officers and Advocacy Training.
